The purpose of the Social Network Analysis of the ADFM is to provide network based insights and benchmarks to support DEDJTR personnel responsible for monitoring and assuring the success of this cross- agency virtual network.

Project overview
The ADFM was set up by the Department of Economic Development, Jobs, Transport and Resources (DEDJTR) in February 2016 to facilitate the development of agribusiness enterprises. Social network analysis (SNA) in combination with qualitative data is used to model the social networks of key individuals within and beyond the Agribusiness Development Facilitation Model. The purpose of the SNA is to understand the reach and influence of the ADFM in supporting opportunities for growth and employment in regional Victoria. The project will provide baseline data for the Agribusiness Development Facilitation Model trial. A similar SNA analysis may be undertaken as part of the end of trial to identify how the network has changed.

Industry outcomes
The Food and Fibre sector has been identified as having strong capacity for future regional growth. Such opportunities are enabled by a coordinated government service that facilitates agribusiness proposals through planning and development approvals. The purpose of the Agribusiness Development Facilitation Model is to develop and strengthen opportunities for interaction and coordination between those within government services and bring the most appropriate expertise to each agribusiness development case. In the words of one study participant ‘the ADFM is more or less bringing together all the players so that they work more effectively together’.
Results
Six network models reflecting engagement of agribusiness facilitators with investors, other agencies, sources of referrals and perceptions of influence. The SNA is complemented by an extensive review of qualitative data based on 21 participants involved in providing agribusiness facilitation in Victoria. Results highlight the key role that RDV, local government and infrastructure play in both enabling and constraining regional agribusiness investment.
